Spending EANS Funds for Whiteboards via ClassWallet

Emergency Assistance for Non-Public Schools (EANS) is a federal relief program approved by the Department of Education in response to the COVID – 19 pandemic.

EANS Funds may be used by eligible non-public schools to address pandemic learning loss and invest in infrastructure and programs to open and operate safely. Dry erase whiteboards and resurfacing material may qualify in your state. (See information on the ESSER program for public schools.)

Currently, the government has approved two rounds of EANS funding, $5.5 billion in total.

  • CRRSA EANS was approved in December 2020 for $2.75 billion
  • ARP EANS was approved in March 2021 for another $2.75 billion.

When Do EANS Funds Expire?

  • CRRSA EANS equipment and supplies may be used until September 30, 2023
  • ARP EANS equipment and supplies may be used until September 30, 2024

*Technically, all furnishings purchased with EANS funding are subject to recall by your state’s Educational Agency (SEA) after the September 30 deadline. However, SEAs are not required to do this, and total recalls are unlikely.

How Must EANS Funds Be Spent?

An important note when considering EANS fund spending:

  • CRRSA EANS funds can be used towards reimbursement for approved expenses that the school incurred on or after March 13, 2020.
  • ARP EANS funds do not allow for reimbursement.

The government does not provide hard-fast rules on what products or services are covered by EANS funding. In general, funds can be used to help schools bounce back from COVID-19 learning loss, as well as cover costs schools have or will incur because of the pandemic. Such areas include:

  • Adaptations to existing furniture like protective barriers, as well as additional desks, tables, chairs and other furniture to allow for proper distancing.
  • Additional handwashing stations, cleaning supplies and equipment and other hygiene-related products.
  • More staff for increased cleaning, support and for catching up on learning loss from the pandemic.
  • More equipment and supplies, like headphones, that are used by one student instead of shared classroom resources.
  • Mobile options for classrooms furniture so desks and chairs can be distanced.
  • Outdoor furniture so students can learn in an environment that has a lower spread of germs.

To help facilitate funding approval, provide documentation and data that shows how the equipment and services aid in your school’s rebound from COVID-related learning loss as well as the protection of students and staff.

Which Schools Are Eligible?

Your K-12 school is eligible for EANS funding if:

  • It was in existence prior to March 13, 2020
  • It’s a non-profit
  • It’s accredited, licensed, and operates in accordance with state law.
  • It has not received a Payroll Protection Program (PPP) loan on or after December 27, 2020

Your elementary or secondary school is only eligible for ARP EANS funds if it enrolls a percentage of students from low-income families most impacted by COVID-19

How to Apply for EANS Funding.

Non-public schools can apply through their state’s Educational Agency (SEA) for the EANS funding. The SEA is responsible for allocating the funds. Your state’s governor is the grantee and is responsible for the program’s oversight. (This ensures that your non-public school is not the recipient of the funds; the governor is.)
